UDS has obtained a certificate for "Informing the Population about Risks Associated with Mines and Explosive Remnants of War"
Humanitarian demining is one of the key stages in Ukraine's recovery that needs to be carried out right now. Alongside this, it is crucial to inform the population about potential dangers because life during the military aggression of the Russian Federation in all regions of Ukraine is a constant risk for our citizens 24/7. Timely announcements of air raids, the launch of enemy "Mig" aircraft, "Tochka" missiles, "Su" aircraft, "Shahid" drones, "Kalibr" missiles, etc., provide a chance to save the lives of thousands of Ukrainians, both adults and children.
So, today we will tell you about another stage of mine action – PIOEM (Population Informing about Risks Associated with Mines and Explosive Remnants of War).
The issue of professional and timely informing of the population about risks, including those related to mines and explosive remnants of war, is one of the priority areas of work for UDS non-technical survey and information groups during humanitarian demining.
The essence of PIOEM lies in reducing the risk to a level at which people can live safely in an environment where socio-economic development can take place without restrictions.
PIOEM includes informational and educational measures aimed at reducing tragic incidents caused by mines and ERW, improving awareness of risks, and encouraging safe behavior.
The implementation of PIOEM by UDS specialists ensures an increase in citizens' awareness of:
— Types of mines and ERW;
— Risks associated with specific mines and ERW;
— Behavior models that reduce the risk for people, property, and the environment.
Information on safe behavior is provided through the following methods:
— Direct provision of information during meetings with the population through lectures, seminars, and meetings;
— Through mass media and communication channels;
— Through the distribution of information and printed materials;
— Through social networks;
— Children's books or thematic puppet shows.
Additionally, UDS experts within communities conduct activities to integrate mine safety lessons into educational institution programs and other social and economic initiatives to increase public awareness.
Non-technical survey and information groups consist of 5 individuals, but the composition may be increased depending on the tasks.
Depending on the type of PIOEM activities and their location – indoors or in open areas, UDS groups may be equipped with stands and informational materials to personal protective equipment, tents, and metal detectors.
The implementation of PIOEM is based on a carefully planned UDS strategy, targeting specific risk groups, and should align with social and cultural characteristics specific to a particular environment. Any specific features of target groups are also taken into account.
In the development of the communication strategy for UDS with the population during PIOEM activities, a range of factors is considered: from risky behavior that needs attention to information dissemination tools.
The UDS team also participates in the development of strategies, materials, capacity building, and quality management systems in PIOEM. UDS takes part in relevant forums and discussions on mine action to ensure the coordinated implementation of the PIOEM program in Ukraine.
