Memorandum on Cooperation in the Field of Demining Signed with the Izium District Military Administration

The memorandum was signed by the Head of the Izium District Military Administration, Stepan Maselskyi, and the Deputy General Director of UDS, Volodymyr Beshlei.

The main goal of the cooperation is to reduce the impact of landmine contamination on the lives of local residents and to restore economic activity, particularly in the agricultural sector.

“This step confirms our shared readiness for systematic, transparent, and practical cooperation — for the sake of people’s safety and the revival of life on lands that have remained dangerous for far too long due to explosive hazards. It’s not just about machinery — it’s about bringing farmers back to their work, about sowing and harvests, about restoring safe, everyday life,” said Volodymyr Beshlei, Deputy General Director of UDS.

Under the memorandum, the parties will focus their efforts on the following areas:

– organizing and conducting demining activities in coordination with the National Mine Action Authority;– conducting joint awareness and educational campaigns on mine risk for local communities;– cooperating in attracting national and international grant funding for demining and recovery efforts;– implementing modern technologies and best practices in the field of humanitarian demining;– organizing training sessions, workshops, and seminars for specialists;– ensuring quality control in line with Ukrainian legislation and international standards, among other tasks.

As noted by Stepan Maselskyi, Head of the Izium District Military Administration, the involvement of UDS (Ukrainian Demining Services) will significantly accelerate the pace of land clearance. According to him, the company’s expertise, capacity, and professionalism will help speed up the demining process — and thus bring a faster return to peaceful, everyday life.

It is worth noting that the UDS "East" Department of Humanitarian Demining began its operations in Kharkiv region in April this year. According to the department’s head, Ihor Ovcharuk, UDS teams have already cleared hundreds of hectares of agricultural land from explosive ordnance.

By the end of the year, the plan is to clear at least 2,000 hectares. Currently, the largest volume of UDS operations is taking place precisely in the Kharkiv region, where most of the company’s demining machinery is deployed.
